Report options is the 8th tab on the User Options form .

This tab provides the user with the controls for the production format and storage options on their reports.  These options apply when reports are set as HTML in the various report production forms.  When other formats are selected such as Word or CSV then these options are not used.

The 'Prefix Report files and folders with a Date/Timestamp' option enables users to store previous reports or overwrite them, just keeping the last one run of each type.

The Open reports with selection enables the user to decide if they want reports produced as an HTML website or as a single file MHTML format either in the browser viewer or in your word processing application (use winword.exe).  This setting will apply to all reports produced by the user. except those which specifically use another format such as CSV.
